AIRLINE PASSENGERS After crossing the skywalk bridge to the U.S. side, proceed to the Avis counter in the Arrival Terminal. Rental cars are parked outside the Arrival Terminal. WALK-UP RENTERS The Cross Border Xpress terminal is located on Otay Pacific Dr which is south of Siempre Viva Rd between Brittania Blvd & La Media Rd. Proceed inside the Arrival Terminal to locate the Avis counter. Rental cars are parked outside the Arrival Terminal.
